Hobby guides still frame "blank PCB and parts" as a seven-step maker journey: buy a board, bag some resistors, solder, power up. Overseas procurement teams live a different problem. The decision is whether to buy a bare board and consign a kit, or hand the assembler a turnkey PCBA job with purchasing responsibility--and how to stop each model from failing on lead time.
A blank board is not a product. It is a fabricated interconnect. Value appears only when the right parts land in the right packages with traceable lots and a process window that matches your design.
Three commercial models, not two slogans
Bare board only. You fabricate PCBs and assemble elsewhere (or later). Best when assembly capacity, programming, or conformal coat lives in another region. You must still freeze finishes, flatness, and panelization that the eventual SMT line can run.
Consigned kit / partial turnkey. You supply some or all parts; the factory supplies labor, solder materials, and often remaining passives. You keep AVL control on sensitive ICs. You also inherit kit errors: wrong date codes, missing hardware, and MSDs opened without bake records.
Full turnkey. The factory buys to your BOM (with approved alternates), builds, and tests. Speed and one-throat accountability improve when the BOM is manufacturable. Ambiguous MPNs transfer risk to email threads instead of inventory.
Where bare-board specs still decide assembly yield
Layer count, copper weight, surface finish, solder-mask dam capability, and warpage limits are assembly inputs, not only fab cosmetics. Fine-pitch BGA and QFN jobs usually want ENIG or another planar finish; cheap HASL can be the wrong savings. Fiducials, tooling holes, and panel coupons belong in the fabrication package even if you think of the order as "just blank boards."
Electrical test on the bare board (flying probe or fixture) is cheap insurance before you pour expensive parts onto opens and shorts.
Kit discipline that China lines actually need
Factories do not guess polarity from a photo of a bulk bag. A workable kit includes MPN-level labels matching the BOM line, quantities with attrition allowance, moisture-sensitivity level and bake status for applicable parts, orientation drawings for non-obvious packages, and clear DNP / do-not-stuff lines.
Programmed MCUs and unique connectors are classic schedule killers: SMT completes, then the line waits. If those parts are consigned, ship them on the critical path, not as an afterthought.
Cost math buyers underuse
Consigned kits look cheaper when Digi-Key unit prices are compared to a turnkey quote line-by-line. That comparison ignores purchasing labor, freight consolidation, tariff handling, shortage expedites, and the cost of a stopped SMT line. Turnkey wins when the factory can use trusted alternates you pre-approve and when passive commonality is high.
Keep OEM-controlled or ITAR-sensitive parts on consignment if policy requires it; turnkey the rest. Hybrid models work when the split is explicit in the PO.
Practical path from bare board to working PCBA
Freeze schematic and a clean BOM, run DFM on both fab and assembly rules, fabricate and electrically test bare boards, stage kits or authorize turnkey buys, print paste and place, reflow or wave as required, inspect (SPI/AOI/X-ray as pitch demands), then bring-up with current-limited power.
